Yes. Milford, like most Connecticut towns, requires a building permit for a re-roof, and the inspector will want to see the ice barrier and decking before the shingles cover it. We handle the paperwork and the inspection appointment.
Code allows a maximum of two layers, but we almost never recommend it. A second layer hides rotted decking, adds roughly 250 pounds per square, and voids most manufacturer warranties.
